If a supervisor or manager has identified an operational or research need where a senior official should be present during certain hours during regular base hours, a local agreement is negotiated. Local agreements are negotiated and a written record is kept by the senior official and the responsible supervisor/manager. Free time in place If, for operational or research reasons, the hours of work of senior managers outside what is usually considered appropriate, the manager and the officer may enter into an agreement to compensate the senior officer with free time based on the number of hours worked. In any case, the intention will be fairness and due diligence towards the person concerned. Managed time is not a de facto flexible scheduling system in which small amounts of additional working time are accumulated so that a senior official can take a day off.
The system recognizes that senior officials may work or travel well beyond normal working hours to obtain work results.
